for halloween party we have to prepare lots and lots of decoration and it cost a lot on our pocket so i decide not spend much on extra scary stuff and try to create own scary environment at the party place with some old stuff like the old teared white bed sheet on that you can splash some red color and scratch or cut with blade until it look like a bloody accidental cloth then you can put that cloth on dining table which will give u the feel of man eater dining table.
Another idea is to collect all the plastic white bottle and make a scary face on it with black marker then make a hole on the bottom attach a small led bulb inside the bottle and its ready. you can put this on your lawn or hang it on tree before you hang change the direction of the bulb to upside or on the top of bottle.
